A Tachymeter is always combined with the chronograph function of the watch.

A tachymeter is a scale on the edge of the dial that, in combination with the second hand, can measure the speed of a moving object. A tachymeter uses a value measured in less than a minute and converts that value into kilometers or miles per hour. These types of watches often have a standard scale around the movement based on one kilometer. At the starting point the chronograph is activated, at the end point the speed that has been achieved to bridge this kilometer can be read.
